Speaking from my own limited experience, the drop rates on community cases are not different from regular cases. I tried a few on skin.club and it seemed like a normal experience, not better or worse than any other case type. What is interesting about them however, is that these cases are usually designed around a theme or specific weapon types. I tend to find more interesting and varied designs in community created cases.
